Ther isn't. I have done it this way:
# ~/.Xresources ! Xcursor.theme: default Xcursor.size: 48
# ~/.gtkrc-2.0 gtk-cursor-theme-name="Adwaita" gtk-cursor-theme-size=48
# ~/.config/gtk-3.0/settings.ini gtk-cursor-theme-name=Adwaita gtk-cursor-theme-size=48
The GTK stuff was filled in using "lxappearance"

There *might* be another way, although it's very unconventional, like pretty much everything else I do, but not because I set out to do it differently. Or, this could be off the mark, and if so, I apologize. But here goes ...
I have something like 50 mouse cursor themes available, although for a long time now I've only been using one, called TSC, which is nice, because it's made of concentric circles, so left- and right-handed look the same, one would only need to change the right-click or left-click settings. Otherwise, it's legible against pretty much any background, and large enough for my old eyes to see.
How I got these is what's weird. Long ago, after I had at last given up on KDE 3.5 Hardy Heron 8.04x, and hadn't yet discovered or figured out how to get TDE running on my machine, I gritted my teeth and installed the new KDE5 Plasma desktop. When this was installed, I collected all these mouse themes available.
After I purged everything KDE5 on my system, these mouse cursor themes remained, and I've been using them ever since (about 2012 or 2013, I believe). (And by the way, I just counted my mouse cursor themes, and I actually have 131 themes.)
I've asked about this before, but I don't know if anybody know the answer, as perhaps it seems like suggesting that we adopt some alien technology fallen out of the sky. But I'll put it out there again, as others might like to use them.
I am not even sure where they are kept in my system, as I've searched for their folder, and I only seem to have them here: see screenshots.
What I am asking is, Is there some way that we can download these themes to use with our TDE desktop, without actually installing all the other KDE5 krap? This may benefit other TDE users, as well as my future self, if I should ever lose these themes.

While gnome and KDE both have a few cursor themes made just for them, cursors are handled by the X server. On my system they're stored in /usr/share/icons , although I believe it's also possible to install to a subdirectory in ~ .
While I can't trace the origins of any of the cursor packages shown in your screenshot specifically, I doubt they're part of KDE5 as such—your distro may just have wanted to provide a rich set of cursor options, and so grabbed a bunch from who-knows-where. Or you may have installed them yourself, then forgotten (it's happened to me).
As far as I can tell, the Gentoo packages for individual cursors just unpack them into /usr/share/icons and don't require any particular DE to be installed, so you can probably just copy the files somewhere if you want to reinstall the cursors at a later time. As for downloading them, you'll need to find out where they're originally from first, but it should be possible to get them as standalones.

Sorry for the delay in responding. Life has been crazy, internet is iffy, and these days, even to get water and electricity sometimes can be a gamble.
Well, so I read what you say, and that makes sense, except for one detail: /usr/share/icons (where the individual cursors would be kept) is wiped out every time I reinstall my system; thus also my wide selection of mouse cursors (130 of which I never use) ought to disappear, and I would have to start over and reinstall them.
Regarding the accuracy of my memory, I can say definitely that I got these cursors when I installed Kubuntu Plasma, maybe around versions 10 or 11, whenever I gave up on Hardy Heron 8.04x; and that, since that unlucky day, I have only occasionally downloaded anything to do with KDE4/5 or its associated krap.
Once I got into Debian>Devuan, I have had no major problems getting TDE to work as I want; it was somewhat harder with the 'buntus, which I suspect had more to do with those distros than TDE.
Through all this time, ever since I briefly used the KDE5 Plasma desktop, I have always had these mouse icons available. I never install any packages related to cursors or icons or themes that would explain this. When the KDE5 desktop was installed, there was a kind of menu (similar to the screenshots of that window in TDE) where I could choose to install new mouse icons, so I got them like that, through the KDE5 desktop, but they have remained there.
This, by the way, has persisted across multiple machines, as well as new installations, reinstallations and upgrades. One supposes that somewhere along the way, these mouse cursors would have been lost, if they were just kept in </usr/share/icons> and nowhere else.
Which brings me back to my original question: Where can we find the packages for these icons? Not that TDE ought to provide them all, but there must be some way to get these through apt, some repositories where they are kept.
The same, by the way, goes for splash screens: there are a lot of nice splash screens that were available in KDE5, but which aren't usable for TDE.
I still have ghosts begging to be used; for example, the Fingerprint splash screen for KDE5, according to my own taste, is much nicer than TDE's version, and I would like to use it instead, but when I try to enable it, I get one of those endlessly churning pixellated swirls and a notification informing me that this theme is not available. I have tried finding the folders where these are kept, too, and hacking it manually, but this doesn't work.
It seems to me that these two things, the mouse cursor themes and the splash screens, are somehow related; only that the mouse cursors are simpler, and still work on my machine, whereas the splash screens involve more animation and such.
Sorry for rambling on, but maybe this chapter of my life's story will contain clues for where to find those mouse cursors and splash screens.

All my software extensions go on a separate filesystem mounted to /usr/local/ for all Gnu/Linux installations except AntiX and MX. Those two conscript /usr/local/ for their own use. /usr/local/share/icons/ here has only 5 icons in it, all for gtk-built software such as SeaMonkey, Palemoon and Firefox. /usr/local/share/applications has my custom made menu entries, while /usr/local/fonts/ contains fonts, /usr/local/bin/ has custom scripts, and other directories in /usr/local/ contain various static-built apps extracted from .bz2 and .tar.gz files.

I haven't explored them, but it still would not quite answer my question, which is, where did I get the package for the mouse cursor theme? It was downloaded through Kubuntu, so I imagine that it was a tar.gz, but I don't find anything like it stored in my sysem.
As I explained to E. Liddell earlier, if it were kept only in the /usr/ directory, then this would be wiped out every time I do a new installation or reinstallation. Instead, it persists across multiple machines, ever since about 2010 or 2011, before I got into the new TDE with Debian>Devuan.
It occurs to me that it must logically be hidden somewhere in my home folder, probably in an old .kde or .kde5 directory, maybe in .trinity; but I searched, and so far can't find it.

Do you have ~/.local/share/icons ? That's another recommended install path for cursor sets.

Sorry, no. But I did go there just now to check them out, and I can see nothing but a blank page. It is probably due to my security settings, but I won't bother over that just for cursors. I will find them some other way. I feel sure that the packages are somewhere to be found.
Anyway, I only really want to find packages for what I actually use. This TSC cursor does what I want, is legible for my old eyes, and moreover is visible against any background, and on any distro or system.
To have other options available is just for my own backup, as I don't really feel like sampling everything. But things change, good applications disappear all the time and are not replaced with anything better.
I don't really want a new cursor; I just want to find somewhere to get the deb package (or a tar.gz of the source code) for this particular mouse cursor theme.

I did find in TW that /etc/X11/Xresources equipped with Xcursor.theme: Adwaita Xcursor.size: 32 that size is obeyed, but theme seems to be ignored. I think Adwaita is the system's default, and anything else is ignored via this config source on this TW host.
On this TW host above, ab250, which has i5-7500T Intel Kaby Lake GPU, Bullseye, Bookworm and Trixie all exist as upgrades from what was originally something older than Bullseye, most likely Buster, but possibly older. When I boot these to TDM, all show a pointer that is slightly smaller than I'd like to see when hovering the default theme'd login box, about 7mm long (22px?). Unlike on my other hosts, (all, AFAIR, but maybe not), on login it becomes larger than I'd like, 11mm (48px?). On Bullseye log out, it reverts to 7mm, while on Bookworm and Trixie it stays 11mm. As yet I've been unable to locate anything in /etc/X11/ or /etc/trinity/ to explain why on this PC cursors are by default larger than I remember seeing anywhere else. Any suggestions where to look? ISTR there are both hardware and software cursor types, but I don't know anything about what may determine which may be implemented or preferred.
Ubuntu differs from Debian, Fedora and openSUSE. It's apparently using a nice enough 32px cursor to begin with. I don't think there is a mechanism in KDE3 or Trinity to dynamically size the cursors, but while I was poking around looking for additional ones, I found "Material Cursors" on this web page https://www.debugpoint.com/best-cursor-themes/ (among some other intriguing ones).
