"foomatic-db-engine" works only for printers.
Because, many people tell me that with the last Ubuntu 17 version, and Debian 9 Stretch, the Brother printers cannot work anymore, or also the scanner with the printer Brother. This is a problem.

Brother provides its own Linux drivers, although some of them aren't very good. Have you tried checking their website? Or the lists at openprinting.org? What model is your printer?
(I set up a Brother colour laser multifunction printer recently. I had to install two separate manufacturer driver packages, but got everything more-or-less working. That's on Gentoo, with cups 2.1.4, and sane 1.0.24 for the scanner.)

The problem appeared since the migration Ubuntu 16 to 17.
For one, I will ask him the model of his printer, and the other one, it's a Brother scanner and doesn't find a solution. (printer multi-function).

Here the scanner : Brother DCP-195C (no module with Ubuntu 17).
This one works with the Brother scanner driver "brscan3", judging from its Gentoo package. The DCP-195C isn't specifically listed on Brother's page that I can find, but this machine uses the same scanner driver: http://support.brother.com/g/b/downloadlist.aspx?c=us_ot&lang=en&pro...
You should be able to download .debs from those pages. It might also be worth trying setting up the DCP 1512's printer half as a generic Postcript printer, as Brother's drivers don't always work well with current versions of CUPS. The scanner drivers were OK for me, though.
