On a Debian install, anyway, they're in /usr/share/icons, in /[directory name]/cursors.
Now trying to figure out how to make the I-beam cursor in LibreOffice (or anything else; same problem in KWord, Abiword, and Calligra) much bolder. It's damn near invible and has been a problem for years. LibreOffice says to change it in Windows accessibility. I hope they step barefoot on a Lego left three steps up on the stairs.
It is said there is some gtk setting that might fix it, but no one seems to know where or how. If it's hard coded, move that Lego to the ninth step.
I think there used to be a KDE or TDE compatability package for LibreOffice, but if memory serves it was dropped years ago, and I don't know if it let TDE or Qt or something override the cursors.

IMO you need all these 3 places to be changed - note: use a valid Xcursor theme name if you want to change it from default:
~/.Xresources:
! Xcursor.theme: default Xcursor.size: 48
~/.config/gtk-3.0/settings.ini:
gtk-cursor-theme-name=Adwaita gtk-cursor-theme-size=48
~/.gtkrc-2.0: gtk-cursor-theme-name="Adwaita" gtk-cursor-theme-size=48

Thanks. That's very helpful. The problem, though, isn't that they're not big enough but in the case of the I-beam -- the main offender -- too thin. Think the difference between regular and boldface.
Armed as I now am with the information you provided, I think I'll be able to edit a theme and make the appropriate cursors thicker, of a bright color, or both, and save 'em under their original name in their original place.
Looking online, LibreOffice has been receiving complaints about this issue for over a decade. They've done all sorts of stuff of marginal use, but ignored a problem with their core product. Kind of reminds me of KDE . . .

I don't seem to have an Xresources, hidden or otherwise, nor could "locate" locate it. Stranger, while "locate" can find .gtkrc in both 1.2 and several kinds of 2.0 flavors -- neither mc nor konqueror can find any of them! I did get 'em to open in an editor by feeding 'em the name.
Anyway, I made those changes where I could find them. (What's the corresponding TDE config file? I can change the theme but not the size.)
Also found a couple of interesting cursor themes. One is "Oxygen Vivid Red," which I think I'll settle upon. LibreOffice won't display it, dropping back to the standard black (though the size does change). The other is a thing called "Ultimate Edition Chameleon Fantastic," which is briefly amusing. But I can't change the cursor theme in LibreOffice, other than size! Maddening.

Aha! On a whim I made an .Xresources file containing what you describe, and it worked. But I've hit another bump: while 24 is too small, 48 tends to be too big. Neither 30, 32, or 36 seems to work at all. Am I stuck?
Apparently there is, or used to be, a way to set the whole thing, for the entire system. Haven't made it my own yet, though.

Not all cursors come in a size between 22 and 48. Try 28. If that's no help, try different cursors. The dmz-cursor-theme package provides 32. I specify in /etc/X11/Xresources in some distros. In some others, I put a file in /etc/X11/Xresources.d/. In Debian, it's:
cat /etc/X11/Xresources/cursors32dmzw
Xcursor.theme: DMZ-White Xcursor.size: 32
I'm thinking that in not all Linux releases and TDE releases is this enough, but provides the means for using KControl to select DMZ White, which then picks up size 32 from the global setting.

I made a ~/.Xresources file that contains only the information Nik suggested. It is effective some places nod not someplaces. For instance, Textmaker, the cursors I specify show up perfectly -- and the red I-beam is Heaven! In LibreOffice, Firescape, and the sddm login screen, it does what it wants.
I did after some looking find a cursor that pretty much meeds my specs, XCursor Pro Red: https://store.kde.org/p/1639834 What's cool about it, beside it being very red, is this: XCursor Sizes: 22x22, 24x24, 28x28, 32x32, 40x40, 48x48, 56x56, 64x64, 72x72, 80x80, 88x88, 96x96
And here, 32 seems just about right, though I might get bored, or my eyesight continue its current path, and try 40.
| I'm thinking that in not all Linux releases and TDE releases is this | enough, but provides the means for using KControl to select DMZ White, | which then picks up size 32 from the global setting.
That's the issue here: establishing a global setting. Firefox can do what it wants; I don't much care. But LibreOffice says it gets its theme and size from the system. I have no idea where . . . Never mind! I just opened LibreOffice following a reboot, and it, and now Netfox, have a nice, thick, very red I-beam! Now I don't have to spend half the time chasing my cursor around and can devote myself to bad writing. the gtk-3.0 config file did the trick -- which it hadn't done earlier.
Thanks to you and Nik (and Gene -- I suppose I won't have to go out and buy Legos or jacks). Wonder what else there is around here to break . . .

I'd have started at least 5 steps up, with a jumping jack. Lego's aren't sharp enough.
