I don't know much about yum so somebody else will have to help you but I do manage one of the mirrors and I can confirm that the repodata URL seems to be correct and the repomd.xml in that directory does reference the missing path but there's a different primary.sqlite.bz2 in that directory so at least to this non-yum person it does look like we have an inconsistency.
The files in that directory were last updated Nov 4th.
