Here in 14.1.1 (development) wordwrap does not work in kedit (neither soft nor "at a specified column").
The length set is written in keditrc but not used.

Here kedit says: kedit 1.3 (using Trinity R14.1.1~[Development] Running on MX Linux 21.3 (should be more or less bullseye, at least uses it's repositories).

I am running Devuan Chimaera, with Trinity R14.1.1~[Development], and I use kedit rather a lot. I don't usually need wrapping, and only have soft wrapping enabled. But I just checked on my own machine, and hard wrapping also works just fine.
This isn't the same as your machine, but it's pretty close for comparison.

In my ~.trinity/share/config/keditrc, I don't see any "length set" for wordwrap.
In Configuration kedit, cut at column <number>, no result... (it doesn't work).
