Are you using the latest tdebase version from R14.1.x trunk but not the latest
tde-packaging version?
A very recent commit has removed autostart/khotkeys.desktop and
services/kded/khotkeys.desktop (bug 2685).
Trying updating the tde-packaging files from GIT. It should then be ok.
