Well, I just opened it as a web page, over Tor, and get an index of text files listing different locations; so the information can be accessed, just not by me through the kweather app.
There are some stations in weather_applet's list to choose from which don't exist anymore. Maybe you ran into one or more of these?
Cheers, Stefan
Most locations are pretty well known: they have airport codes and postal codes, and are either reasonably large cities, or sometimes BIG cities. So one would expect that they are maintained.

So, short version: I went through and tried updating all my weather stations, then changed which ones to display, but they all do the same thing. They all say network is offline, etc. The only information displayed are times for sunrise and sunset.

That's odd and definitely shouldn't be like that. I saw this only 1.) when the network is offline 2.) when the hardcoded (!) address of the NOAA server had changed from the data are retrieved (see OP).
It seems to indicate that something with your network connection might be wrong as you suspected in the first place. I don't know better.
Which TDE version are you using?
