if you have the proper settings UTF-8 must be fine. In kmail there is only one bug open that I need to track which gives me � in the title of some emails.
Have you selected the proper encoding under "View"? I keep it to auto and it works 99% ...
I am not sure how much of the UTF related fixes got into 14.0.4, but from memory I think all should be there, if not there in 14.0.5.
As I am using a lot of UTF (German, Cyrillic) I spent some time last year to fix what was annoying me in the past 10y :D Slavek also added his magic snip of salt, so I now build 14.1 which should be similar to 14.0.5 in terms of UTF and I do not see any issue except this specific kmail titles only on specific html mails.
Perhaps you try 14.0.5 and/or check your settings - LANG="en_US.UTF-8" - or similar should be sufficient.
I am on debian and can not speak for anything else

I'm on linux mint 18.2 mate 64bit i can see the grapes in xed, libreoffice, firefox, vlc, kiten and synaptic. But in none of trinity apps.....

IMO it is a combination of font and rendering. Can you try with kcharselect?
I can see the symbols with
Font: Liberation Mono (or most mono type fonts) Table: 35 Unicode: 2300
For example the math symbols are visible with Font: Latin Modern Sans Quotation (or most sans type fonts) Table: 34 Unicode: 2200
Check if you have all needed fonts installed. When I was using LaTeX I installed many additional fonts. I replaced the PC with newly installed since, so might be they are missing here again.
Check also the default fonts setup in TDE.
I really prefer having this conversation in a bug request.

The smilies are visible to me (some of your other messages have contained boxes with hex-codes, but I may just not have a font with the matching glyphs installed). I'm using claws-mail (GTK2) on a KDE 3.5.10 system that was never upgraded.
Have you checked your system locale? You probably want something with the UTF-8 suffix. Here's mine:
