Even though I have tried to customize my Time & Dates settings (both via Trinity Control Center => Regional & Accesibility => Country/Region & Language => Time & Dates, and Clock => Date & Time Format), my settings do not appear in the Clock applet's panel gadget, nor in the Calendar that pops up when the Clock gadget is clicked. I have attached a screen shot of the pertinent screen areas.

It looks like the only thing not displaying correctly is the first day of the week. Did you log out and back in (or reboot the machine or restart kicker) after changing the setting, as the popup that the Control Center should be giving you tells you to?

Yes, I also observe it. It seems that Clock Aplet reads the Locale settings once - at the start, and then does not reflect the changes. The user must log out / log in to load the current Locales settings.

You could also try:
$ dcop kicker panel restart
to restart the app. May be a shortcut to logging out/in.
