This is a weird one. It's under Debian testing, but it happened under Tapeworm, too. With TDE testing.
Running LibreOffice 24.8.2.1. For close to 15 years, I've had "Insert hyperlink" in my RMB menu in text fields. With the updates (I think specifically of LibreOffice) but cannot be absolutely sure, it's still there. But clicking on it spawns a dialog box for character formatting. So I deleted it and replaced it. Same thing. Renamed ~/.config/libreoffice and reinstalled LibreOffice itself. Added "Insert hyperlink" to menu. Same thing.
So I tred it on my notebook, also running testing/testing. Same thing.
It is easier to configure the Linux kernel than it is to configure LibreOffice, because LibreOffice tries to allow for everything, no matter how unlikely, and gives it all equal weight. For instance, if you go to Tools > Customize > Context Menus, you have a choice of 49(!) menus you can edit. The fun part is that none of the menu names is reflected in the places where you would find those menus.
Nor are the things controlled by them accessible. I'd rename the character formatting thing if I could find it, and see what happens then. But can't find the frigging thing. I'd use AbiWord, but it, like KWord and Calligra, seem to be pretty much abandoned, and in the case of the latter two developed by people who do not know what a word processor is for.

It appears there are several hyperlink commands. If you go to Customize
Context Menus and search for "hyper" in the search box, the "Insert Hyperlink" has a command "uno:InsertHyperlinkDlg" (Character dialog) but the first "Hyperlink" in the list has command uno:HyperlinkDialog which is the same as Ctrl+K to insert a hyperlink. Maybe that's the one you want?
In previous versions, were you able to insert the hyperlink immediate with no dialog or was there always some type of dialog that would appear?

That is indeed the one I want. Thanks! Though I wonder why the command to insert a hyperlink is just called "Hyperlink," while the one that has absolutely nothing to do with inserting a hyperlink is called "Insert hyperlink." I feel certain that when I put it in the menu the first time, ages ago, after they inexplicably removed it from the menu, it was "Insert hyperlink that I used and that's what appeared in the menu. In fact, I know it was, because I changed nothing but with the upgrade t produced the character dialog instead of the hyperlink one. I changed nothing -- it just changed from one dialog to the other. I am grateful to the LibreOffice people for producing a fine application, but I would not mind hearing that when the person responsible for this change gets up in the night to pee, he steps on a lego in the dark, and then another one.

No, there was always a dialog. The same dialod that "Edit hyperlink" spawns, which makes sense. It's just that it was until now "Insert hyperlink," and now it's "Hyperlink." I suspect there's some kind of reason for this, but I bet it's not in English.
