If a system has only be used for a little while then a wipe and reinstall can be easier, although there is little to be learned from doing so.
A system that has been heavily used and customized can be wiped and reinstalled and then rebuilt from backups, but that can take a week compared to an hour or two (hands-on) fixing a problem with installed packages.
Imagine having to rebuild TDE's build system and git and bug tracking and website and mail server and mailing lists from backups after a wipe and reinstall!
